Council Approval for Home Extensions in Sydney: CDC or DA?

Approvals are where most Sydney extension projects stall. There are two pathways, and we manage both for you.

  • Complying Development Certificate (CDC). Fast-track approval issued by a private certifier rather than council, and it can be granted in as little as 20 days. Plans must meet the state-wide Codes SEPP standards on floor area, height under 8.5 metres and setbacks (commonly 900mm side, 3 metres rear). Many single-storey rear extensions qualify. Indicative cost around $4,000 to $8,000 including certifier fees.
  • Development Application (DA). The council pathway, lodged through the NSW Planning Portal, with neighbour notification. Residential assessments typically run 60 to 120 days. A DA is generally required for second storey additions, heritage properties, flood-affected land and anything outside the CDC envelope. Indicative cost around $9,000 to $18,000 including a town planner and council fees.

One more protection: residential building work in NSW over $20,000 including GST requires Home Building Compensation Fund (HBCF) insurance before work starts or a deposit is accepted. You receive that certificate with your contract.

As a 2026 guide, single-storey ground-floor extensions generally run about $2,500 to $3,800 per square metre for mid-range finishes, with budget work starting nearer $1,800 and premium finishes above $3,800. Second storey additions typically sit between $3,200 and $5,500 per square metre because footings, walls and roof structure all need work. So a 40 square metre rear extension commonly lands between $100,000 and $152,000 before approvals, engineering and site costs.
